Why can't I select a Step Group in "Insert Step"?

To insert a Step Group, click the [+] button between two steps on the scenario page, and click [Insert Step] > [Step Group]. However, if you have not created a Step Group for the middle or the end of a Scenario, the Step Group button will be grayed out and cannot be selected.

Please check if a Step Group for the middle or the end of a Scenario has already been created.
