Why can't I select a Step Group in "Insert Step"?

To insert a Step Group, click on the [+] button between two steps on the Edit Scenario page, select [Insert Step] and [Step Group]. Note that only "Step Groups for the middle/end of a scenario" can be added.

Therefore, "Step Group for the beginning of a Scenario (Step Groups that begin with a Visit Step)" will not appear as an option.
Also, if you have not yet created a "Step Group for the middle/end of a Scenario", "Step Group" option will be grayed out and cannot be selected, as shown below:
